Administrative hearing approves used-car sales permit at 736 West Columbia Lane with paint restriction

Administrative Hearing Officer Jessica Donkey approved a conditional use permit on June 3, 2026, allowing Diego Sanchez to operate a used‑car sales business at 736 West Columbia Lane in the River Grove neighborhood, subject to a condition from the fire marshal that painting on vehicles be done only in a certified painting booth.

Planning Supervisor Aaron Ardmore presented the staff report, saying the applicant would use part of the property that includes an interior office, storage area and five off‑street parking spaces for staff and visitors; Provo City Code requires three spaces for the office size. Ardmore said the remaining asphalt area would be used for vehicle display, ingress and egress were adequate, the proposal went through CRC coordinator review and that all relevant departments had signed off. He told the hearing officer the only department condition recommended was the fire marshal’s restriction on painting.

No one from the public spoke, and the applicant was not present at the hearing. After briefly confirming the review outcomes and that the proposal meets the conditional use permit requirements in Provo City Code 1402, Donkey stated she was acting on behalf of the Planning Commission and approved the permit "subject to the condition that no painting is allowed except in a certified painting booth." She then closed the hearing.

The approval allows Sanchez to operate used‑car sales on the leased portion of the property at 736 West Columbia Lane under the stated operational and safety condition. The staff report notes five parking spaces will be provided though the minimum requirement is three, and that because fewer than six spaces are involved no additional parking landscaping is required under code. There was no public comment and no amendments or motions recorded during the proceeding.
