Council authorizes four-year engineering contract, members press for succession planning

TULA — The Tula City Council on June 3 authorized the mayor to sign a four-year contract with Paul Hansen Associates LLC for city engineering services.
Mayor Mantiel presented the contract, noting Paul Hansen has provided engineering services to Tula for about 27 years and brings expertise on water issues. Paul Hansen addressed the council and said, "It's not my intent to retire within this next time period," while agreeing that a transition plan will be needed at some point.
Council members raised questions about succession planning and the difficulty of overlapping knowledge transfer for a specialized role. Members observed that budget constraints make long overlap periods (one or two years) impractical and that the city should plan for a compact but effective transition when the time comes.
The council moved, seconded and approved the resolution authorizing the mayor to sign the contract; the vote was 4–0.
Why it matters
The city engineer provides technical support on water, infrastructure and capital projects; renewing the contract secures continuity of technical services. Council discussion highlighted the practical challenge of ensuring institutional knowledge is carried forward if the long-serving engineer eventually departs.
Next steps
