Board approves Chartwells contract amendment; staff flags logistics after state makes breakfast free for all students

The Farmington Board of Education on June 1 approved Amendment No. 3 to the district’s food-service contract with Chartwells, a motion that sets a 0% increase for management fees and a 2.5% increase for administrative fees for the 2026–27 school year.
Board members and staff said Chartwells has performed well and that the contract includes reinvestment into equipment and facilities. Staff noted that Chartwells meets a minimum profit level and that those funds can be used to replenish or upgrade items such as serving lines and dishwashers. Staff said such reinvestment relieved pressure on the operating budget for capital items.
Separately, board members discussed the recent legislative change that will make breakfast free for all students; staff said students on free or reduced lunch will likely continue to receive free lunch while the law covers breakfast for everyone. "That just got passed and ... that'll obviously have an impact on participation," staff said, adding that elementary cafeterias will need logistical planning to handle increased lines and space constraints.
Board members asked about pricing and the difference between management and administrative fees and were told the state provides an equity tool and guidance on average price adjustments; staff said an average price could be adjusted by up to about 40 cents under state guidance and that any lunch-price changes would be handled outside the current contract action. The board approved the contract amendment and will receive follow-up information as the district implements the free-meal changes.
