Mendota council approves agenda, consent calendar and several resolutions; introduces ordinance for Left Mendota project

Councilor Riofrio moved to approve items 1–6; Councilor Rosales seconded; the motion passed 5–0.
In business items, the council adopted Resolution No. 21-06 appointing council members to various boards, commissions and subcommittees after a staff summary from City Clerk Celeste Cabrera-Garcia. The motion to adopt Resolution No. 21-06 was made by Councilor Rosales, seconded by Mayor Pro Tem Jesus Mendoza, and approved unanimously.
On a separate agenda item concerning a development agreement for Left Mendota LLC, City Attorney Kinsey announced Councilor Rosales’s recusal; Rosales left the chambers for that item. Councilor Joseph Riofrio moved to introduce and waive the first reading of Ordinance No. 21-04; Councilor Jose Alonso seconded, and the motion passed without opposition among the remaining council members. The minutes record the recusal but do not provide additional detail on the basis for it.
The council recessed to closed session on labor negotiations and later reported no reportable action before adjourning.
