The Mendota City Council unanimously approved multiple measures on Jan. 26 to allow a commercial cannabis project on a 59-acre parcel in the city's Commercial Cannabis Overlay District. Assistant City Attorney Castro presented the reports and council members debated provisions before voting.
Mayor Rolando Castro introduced the item and City Planner O'Neal summarized the staff report. The council adopted Resolution Nos. 21-10 and 21-11 to ratify prior amendments to the purchase-and-sale agreement with Valley Agricultural Holdings, LLC, for the 59-acre parcel. Councilor Joseph Riofrio moved to adopt the resolutions; the motion passed with a unanimous vote.
The council also considered zoning and a development agreement for the project. City Planner O'Neal and Assistant City Attorney Castro presented Ordinance No. 21-02 (an amendment to the Official Zoning Map) and Ordinance No. 21-03 (the development agreement for a portion of APN 013-030-68ST). Joseph Amador asked procedural questions about the project, and Dustin Moore, a representative of Valley Agricultural Holdings, described the project's security plan. Assistant City Attorney Castro asked for a modification to the section regarding development incentives for both development agreements; Councilor Riofrio moved to adopt the ordinances with the suggested modifications, and the motion passed unanimously (5 ayes).
The actions taken at the meeting complete local approvals for the parcel's rezoning and the companion development agreement; implementation details and any required ministerial permits will follow in subsequent staff processing.
Council members did not record any recorded dissent on the measures. The approvals were made by formal motions and roll-call votes during the council's Jan. 26 regular meeting.
