After at-large incidents, Oak Ridge council asks staff to study pet-pig permitting and enforcement

Council discussed possible regulatory options for allowing pet pigs in residential areas after several March incidents of pigs running at large caused property damage and police or animal control responses.
Chief Smith said he had asked Lieutenant Newman, who oversees animal control, to research ordinances in other cities and brief council. Lieutenant Newman reported preliminary findings: local ordinances vary; Knoxville's ordinance permits certain Vietnamese mini-pigs but city legal staff cautioned about classifying animals and enforceability concerns. Staff noted that of three local pigs referenced in March, two have been rehomed outside the city and one remains within the city limits; the owner of one did not appear in city court.
Council members asked whether a permit regime could limit number, weight and noise, and whether permits can be revoked for repeated violations. Staff said enforcement for at-large animals would be handled through city court like dog running-at-large cases, but officers also raised practical concerns about capturing escaped pigs and the challenges of reliably locating and corralling them. Staff said further research is needed, including looking beyond Tennessee for successful permitting models, and council directed staff to continue study and return with proposals.
No ordinance or permit model was adopted at the meeting; staff will report back with more detailed research and recommended language.
