The Village of North Fond du Lac Board of Trustees on March 4, 2024 approved multiple ordinances on second reading, including three rezoning measures and an ordinance establishing a joint municipal court. The board voted unanimously on each item after a brief public hearing that drew no public comment.
At a public hearing convened at 6:01 PM, President Michael Streetar opened review of Ordinance-2024-01 (rezoning parcel V05-16-17-99-WF-561-00 from R-7 to R-3), Ordinance-2024-02 (rezoning parcels V05-15-17-05-02-011-00 and V05-15-17-05-02-015-00 from R-7 to R-3) and Ordinance-2024-03 (rezoning parcel V05-16-17-99-FO-517-00 from I-1 to R-4). Streetar called for public comment three times and heard none before adjourning the hearing at 6:02 PM.
On the ordinances themselves the board took the following formal votes: Ordinance-2024-01 passed on a motion by Trustee Ann Price, seconded by Trustee Chuck Hornung; roll call recorded Trustees Duffy, Hornung, Streetar, Price and Will voting yes (5–0). Ordinance-2024-02 passed on a motion by Trustee Hornung, seconded by Trustee Price (roll call unanimous). Ordinance-2024-03 passed on a motion by Trustee John Duffy, seconded by Trustee Mike Will (roll call unanimous). The board also approved Ordinance-2024-04, establishing a joint municipal court, on a motion by Trustee Hornung and second by Trustee Price with a unanimous roll call.
Later in the meeting the board entered closed session at 7:46 PM under Wis. Stats. Section 19.85(e) to deliberate or negotiate the purchasing of public properties and related development matters. After reconvening in open session at 8:22 PM, the trustees voted to direct staff to continue to explore working toward a Developer’s Agreement for the potential development discussed during the closed session; the motion was moved by Trustee Ann Price, seconded by Trustee John Duffy, and passed on a unanimous roll call.
No ordinance amendments or dissenting votes were recorded in the minutes. The board’s formal actions on the ordinances and the staff direction regarding the development proposal are expected to return to a future agenda if additional details or agreements are available.
