Walworth County Board approves claims, appointments and a $799,064 health-fund transfer; refers rural classification change

The Walworth County Board of Supervisors met on Jan. 13, 2026, and approved a series of routine actions including two claims resolutions, committee appointments, and a financial transfer to cover an unexpected health-insurance shortfall.
The board approved Res. No. 64-01/26 (claim of Mary K. Feeney) and Res. No. 65-01/26 (claim of Vicki R. Runnells) on the recommendation of the Executive Committee. Vice-Chair Sheila T. Reiff moved the combined action and Supervisor Bud Wojcik seconded; both measures passed by voice vote.
The board confirmed two appointments to the Transportation Coordinating Committee—Shawn Davenport and Andrew Kerwin—each for three-year terms ending Sept. 30, 2028. Supervisor Kenneth H. Monroe moved the appointments; Supervisor Brian Holt seconded and the appointments were approved by voice vote.
On the Finance Committee’s recommendations, the board declared a 2001 Fontaine lowboy trailer surplus and authorized staff to dispose of the asset (Res. No. 67-01/26). Supervisor Joseph H. Schaefer moved the action; Supervisor Kenneth H. Monroe seconded and the motion passed by voice vote.
The board also approved Res. No. 68-01/26, authorizing the use of $799,064 in the Health Insurance Fund’s net position to cover an unexpected year-end health-claims expense shortfall for the year ended Dec. 31, 2025. Supervisor Brian Holt moved and Supervisor Al Stanek seconded a motion for unanimous consent; the resolution was adopted by unanimous consent.
Human Resources Res. No. 66-01/26 revised the 2026 pay range for a newly created IT Specialist III position in the Information Technology Department. Supervisor Kathy Ingersoll moved the measure, Supervisor Brian Holt seconded, and the resolution passed by voice vote.
Public Works Res. No. 63-01/26, concerning the Director of Public Works/County Highway Commissioners’ approval of changes to the rural functional classification system in Walworth County, was referred back to the Public Works Committee to allow the Finance Department time to incorporate and review state changes. Supervisor Dennis Karbowski moved the referral; Supervisor Brian Holt seconded.
The meeting concluded with a motion to adjourn at 5:14 p.m.; Supervisor Kenneth H. Monroe moved and Supervisor Dennis Karbowski seconded.
