Council approves engineer assessment for Creek Side Graphics; adopts ordinance allowing fence through easement

Manor Borough Council on June 11 authorized an engineering assessment for a driveway expansion requested by a local business and adopted an ordinance allowing a fence to cross an easement on a specific parcel.
Business owner Dave Eisaman requested additional driveway access and parking for Creek Side Graphics at 301 Manor Harrison City Road and handed the council drawings of property lines and parking plans. Solicitor Chelsea Dice told council that if required setbacks can be met, Zoning Hearing Board approval would not be necessary. Council voted to send the engineer to evaluate the property; Jim Vacha made the motion and it was seconded and approved by council.
Separately, council adopted Ordinance 607‑25‑04 to approve a restrictive license authorizing a fence through an easement on tax parcel ID 19‑01‑11‑0‑097. Jim Vacha moved to adopt the ordinance and Dawn Lynn seconded; the motion passed unanimously.
The actions move both items to the implementation phase: the engineering assessment will determine whether the proposed driveway work meets setback and zoning requirements; the restrictive license will allow the property owner to install a fence through the specified easement under the ordinance terms.
