Highland City Council approves event road closures, awards $128,049 ceiling contract and hires bond advisers

Mayor Kevin Hemann called the Highland City Council to order on Sept. 15, 2025. The council unanimously approved several routine and project-related items, including road closures for two community events, a facilities repair contract and a resolution to retain municipal finance advisers and bond counsel for upcoming infrastructure work.
Courtney Robertson requested a closure of Main Street between Olive and Lemon for St. Paul Catholic School’s fall festival on Oct. 24, 2025, from shortly after school until about 9 p.m. Councilwoman Barbara Bellm moved to approve the request and Councilman Napper seconded; the council voted 4–0 in favor. Later, Clint Hamilton, Highland High School athletic director, asked for road closures and an assembly for the HHS Homecoming Parade on Oct. 8, 2025; the council approved that request on a unanimous roll call vote.
On facilities work, the council awarded Bid # PR-13-25 for Weinheimer ceiling replacements to ICS Construction Services, Ltd., in the amount of $128,049. Councilwoman Barbara Bellm, who sponsored the motion, said the work "needs to be done," and Director Koehnemann noted that a few ceilings were replaced in the late 1990s. The motion passed on a unanimous roll call vote.
For utility inventory, the council approved Notice of Municipal Letting, Bid # E-14-25, authorizing procurement for seven 75 kVA padmount distribution transformers to replenish the city’s in-house stock. Councilwoman Sloan moved approval and Councilwoman Bellm seconded; the vote was unanimous.
On financing, the council approved Bill #25-97/Resolution #25-09-3219 to engage WM Financial Strategies as municipal advisor and Gilmore & Bell, P.C., as bond counsel in connection with issuing obligations related to two infrastructure projects: an entrance off Highway 40 near the Public Safety Building within TIF District 3, and construction of a roadway off Cally Lane. City Manager Chris Conrad said the city has funds available but prefers to maintain liquidity to support grant matches and pledges should grant awards come through. The resolution passed on a unanimous roll call vote.
Councilmembers also accepted Expenditures Report #1298 for Aug. 30–Sept. 12, 2025, by unanimous vote and adjourned at 6:45 p.m. The meeting record shows Mayor Kevin B. Hemann and Barbara Bellm, City Clerk, signing the minutes.
