Highland City Council approves engineering contract, spillway bid and sale of Silver Lake North Dam property

The Highland City Council approved several measures at its Sept. 2 regular session, voting unanimously on a preliminary engineering agreement for a shared-use path, a contractor award for a spillway project, a sole-source vehicle purchase and the declaration of a parcel around Silver Lake North Dam as surplus.
Councilwoman Sloan moved to approve Bill #25-94/Resolution #25-09-3217 to enter a preliminary engineering services agreement with Oates Associates, Inc. for the Shared Use Path School Connector (PW-12-15) in the amount of $405,537.00; Councilman Napper seconded and the motion carried 4-0. City Manager Chris Conrad said the work ties to a grant received earlier this year, saying the contract "is all part of the grant received a few months ago." The council did not alter the contract amount during the vote.
The council also voted to award Bid #PW-10-25 for the Spillway Improvement 2025 to Korte & Luitjohan Contractors, Inc., of Highland, for $155,509.00. Councilwoman Bellm moved the award, Councilwoman Sloan seconded, and the motion passed unanimously.
Council approved Bill #25-95/Resolution #25-09-3218 to waive competitive bidding and issue a purchase order to Jansen Ford of Breese, LLC for a 2025 Ford Ranger through the State of Illinois Joint Purchasing Program as a sole source purchase for $34,545.00. The motion was made by Councilwoman Bellm and seconded by Councilwoman Sloan.
On land use, the council approved Bill #25-96/Ordinance #3401 declaring the Silver Lake North Dam property (Parcel No. 02-1-18-08-00-000-025) surplus and authorizing its sale pursuant to 65 ILCS 5/11-76-1 and 5/11-76-2. City Manager Conrad said the city expects the property to be incorporated into a catch-basin project tied to a section 319 grant, noting that "all of the property must be under one ownership for the 319 Grant." Mayor Hemann asked about potential outside buyers and easements; Conrad said ingress and egress easements for maintenance would be included and the property could revert to the city under certain sale conditions.
All roll-call votes recorded the four councilmembers—Klaus, Sloan, Bellm and Napper—as voting aye with none voting nay. No amendments to the motions were recorded in the transcript. The council accepted Expenditures Report #1297 for Aug. 16–Aug. 29, 2025 by unanimous vote and adjourned at 6:53 p.m.
What comes next: contracts and purchase orders will be processed per city procedures; the surplus property sale will proceed under the terms described in the ordinance and applicable state statutory provisions.
