Village highlights $17.3 million in flood‑mitigation grants and projects ahead

Planning and grants staff told trustees the village has been aggressive pursuing flood‑mitigation funding and outlined projects and match obligations tied to the upcoming capital program.

“Since 2022 we have been able to secure $17,300,000 in grants,” a planning staff member said, and added the village’s local cost share across projects is roughly $2,000,000. Staff explained that large state and county grants often require a local match (commonly 10%–50%, depending on the program) and that accepting awards commits village reserve funds to the match and reporting obligations.

The staff presentation listed funded or planned projects including Sheldrake River channel improvements (benching, widening, bank stabilization), demolition of the Tompkins Avenue pedestrian bridge, Ward Avenue Bridge channel widening and other upstream/downstream conveyance work. The presenter said the Army Corps project cost estimate had increased to $154,900,000 and noted Westchester County committed $22,000,000 toward related regional work.

Staff described the administrative work required for grant management — consultant support for FEMA reimbursement claims, quarterly reporting and project administration — and said some awards include 0% matches while others require up to 50% local funding. Trustees asked for timelines and design/permitting schedules for county projects; staff said some designs were expected to reach 30% by late April and that larger design/permitting steps will follow.

Trustees did not vote on grant acceptances during this hearing; staff said they will present individual grant agreements and encumbrance requests when the board needs to accept and match awards.
