Chesterfield County Council met May 4 and unanimously approved a package of ordinances and contract awards, including the county general fund and several rural fire district budgets for fiscal year 2026–27.
Vice‑Chair Todd Smallwood moved to adopt the 2026–27 General Fund budget on second reading; Council Member Brandon Price seconded and the motion passed unanimously. Council also adopted Cash RFD, Harris Creek RFD and Alligator RFD budget ordinances on second reading, each by unanimous vote.
Council approved updates to the county procurement code on second reading. The council also adopted an ordinance establishing a temporary moratorium on new data center development on second reading. Council Member Brandon Price moved the moratorium ordinance; Council Member Eddie Kirkley seconded and the motion passed unanimously.

For the Cotton Patch Acres and Briarcliff Drive paving projects, the county received three bids; engineers recommended awarding the combined contract to Furr Grading and Paving for a total of $1,151,953.95, and the council approved that award.
Finance Committee Chair Todd Smallwood reported the committee recommended selling approximately 6,000 square feet of county‑owned property (Tax Map No. 225‑000‑000‑034) to Chesterfield County Rural Water Company for $17,000 to construct a pump station; council approved proceeding with the sale by unanimous vote.
The council declared a list of county vehicles surplus at the request of Finance Director Heather Felts (VINs listed in the official minutes) to remove them from inventory. Council also authorized the county to act as a pass‑through entity for a Building Resilient Infrastructure and Communities (BRIC) grant on behalf of Lynches River Electric Co‑Op after Courtney Hair presented the request; the motion to approve passed unanimously.
