Charlevoix County hears $78–$82.7 million plan to consolidate courthouse and health services

John McGraw, CEO of River Caddis, presented Phase 1 findings for a proposed civic infrastructure project that would coordinate redevelopment of three county-owned facilities.
McGraw outlined a strategy to vacate the Downtown Building, construct a new courthouse on Garfield Street adjacent to the Sheriff’s Office and Jail, demolish the present Health Department Building, and expand the Shirley Rolff Center to accommodate health department functions. The firm estimated the total project cost between $78.0 million and $82.7 million.
Chairman Scott Hankins asked for input from the county judges; the transcript notes judges will review the materials and provide feedback. No formal action or vote on the project was taken at the April 22 meeting.
The proposal is currently at the discovery and predevelopment planning stage. The presentation did not include a financing plan, timeline for design or construction, or formal project approvals; those items would need to be developed in subsequent phases and reviewed by the board, affected departments and the judiciary.
