IT representative says telecom contract changes cut phone costs by 22.6%

The village’s IT representative told the Board of Trustees on April 6 that the department’s budget fell about 8% from the prior year primarily because of telecommunications savings achieved by consolidating services and migrating legacy phone lines to VOIP.
“The actual savings reflected in the budget relating to the phones: we reduced it from $280,000 down to $216,000, which shows a 22.6% savings,” the IT representative said. He added that some budget lines moved to other departments, notably service agreements for websites and other software that were reallocated to the clerk’s budget.
The representative said the village maintains most IT work in‑house — help desk, network planning and infrastructure — and compared the village’s $727,000 IT budget to a nearby community that runs an internal IT shop at roughly $1.1 million. He described modest increases in hardware spending driven by rising component prices and noted the village used a New York State contract with Dell to lock in lower prices for upcoming purchases.
Trustees asked whether artificial‑intelligence tools or external subscriptions figure into projected costs. The IT representative said staff use an OpenAI subscription for internal scripting, research and prototype tools, and that the department is experimenting with a self‑hosted LLM using retrieval‑augmented generation (RAG) for targeted searches of the New York State penal code for police use. He said no public‑facing AI product is yet in production.
The board did not take a formal vote on IT line items at the hearing; the presentation was part of the larger tentative budget review and staff will return with any required contract or procurement items for board action.
