Planning commission approves short-term rental permit for Reservoir Ridge LLC

The Duchesne County Planning Commission unanimously approved a conditional use permit May 6 allowing Reservoir Ridge LLC to operate a property as a family retreat and to rent it occasionally as a short-term rental.
Acting Chairperson Annette Miller presided over the hearing at the Duchesne County Centennial Event Center. Planner I Duncan Kading told the commission the findings of fact are on file with the Community Development Department and said the nearest neighboring residence is approximately two-tenths of a mile from the subject property. "The nearest neighbor was approximately two-tenths of a mile away," Kading said.
Applicant representative Matt Squires spoke for Reservoir Ridge LLC and described the owners' intended use. "The property would be used as a family retreat and occasionally as a short-term rental," Squires said, adding the applicants "wanted to follow the required process and were willing to comply with the conditions." No members of the public offered comment during the hearing.
Commissioner Reed Van Wagoner made the motion to approve the conditional use permit; Commissioner Kevin Yack seconded. The commission voted unanimously to approve the permit. The commission also approved the meeting minutes by unanimous vote during the same session.
During an information-only update, Kading told commissioners staff expects to receive a unified general plan draft from Sunrise Engineering and is reviewing potential ordinance updates, including a water element, appeal authority provisions, subdivision ordinance matters, and a possible definition for short-term rentals. Commissioners discussed the June agenda and left the next July meeting scheduled for July 1, 2026.
The commission did not record any written public objections at the hearing, and the findings of fact for the conditional use permit are maintained on file with the Community Development Department for anyone interested in reviewing the record.
