Council reviews $214,515 security and access-control proposal; parks component creates funding shortfall

City staff presented a proposal on March 3 to modernize security cameras and access control across multiple municipal facilities and asked the council for direction on funding an identified shortfall.
Public Works staff told council the InterWest Communications proposal totals $214,515.06. "Total project cost, $214,515.06 to be precise," the presenter said. Staff explained the parks portion of the scope quoted at roughly $96,000 exceeds the parks budgeted amount of about $48,500, creating a shortfall of approximately $47,500. Staff said they will apply for a $25,000 WCIA grant to reduce the gap and recommended splitting any remaining shortfall between tourism (lodging-tax-associated) funds and parks' beginning fund balance.
Council members raised questions about camera placement, deterrence effects, the risk of creating a surveillance environment, access to footage, public-records retention and who would have authority to retrieve footage. Staff replied that recorded video is a public record subject to retention schedules, retention periods depend on storage capacity and cost, and staff will work with the clerk's office to prepare appropriate access and retention policies before final contract approval.
The item was scheduled for formal consideration on the council's next agenda; staff will pursue the WCIA grant and return with a detailed financing plan and any recommended policy language for public-records access.
Next steps: staff to pursue grant funding, refine camera placement and retention policies, and present a funding recommendation for council action at the next meeting.
