She also described splitting lodging tax resources between a 2% tourism impact account and a 3% destination development account, noting that prior budget assumptions earmarked $1,500,000 for an RV park but later adjustments and competing parks capital needs left less available capital for that planned allocation.
On municipal code, staff presented amendments to Chapters 3.84 and 3.86 and a repeal of 3.85 with creation of 3.87 to consolidate housing‑related code sections. Finance Director Evans said the rewrite is “largely just cleanup” but will permit more flexibility than the older 60% AMI (area median income) restriction for use of sales tax funds in affordable housing grants to align with recent changes in state law. City legal staff (speaker 13) outlined proposed Title 1 changes to modernize language, add gender‑neutral terminology, update definitions of records and signatures to align with RCW 42.56 and other state requirements, and clarify ordinance passage language to track chapter 35 RCW.
Evans said budget amendment 2 and the proposed ordinance/code changes are planned to be placed on the consent agenda at the council’s next meeting (in two weeks) for formal adoption, and staff will follow with updated housing grant application materials if the code changes are approved.
What’s next: Staff will place the budget amendment and, if ready, code amendments on the April 28 consent agenda for council action; the public can review proposed drafts and staff materials once posted.
