Chelan City approves multiple contract awards, adopts WSDOT grant-match resolution

Chelan City Council on March 3 approved several contract awards and adopted a resolution to guarantee local match for a Washington State Department of Transportation aviation grant that staff said must be submitted by Friday.
City Administrator Laura told the council the city must submit a companion resolution to a WSDOT aviation grant application that the council previously approved; staff said the city's required local match of $7,500 is budgeted. "Those staff have prepared the resolution for your consideration, and we would submit it approved with the previously approved grant application," Laura said. Council voted to adopt Resolution No. 2026-1478.
Public Works Director Andrew presented three procurement items the council approved. For the Sander Street Pedestrian Improvements Project, staff said 1st Construction LLC submitted the low bid of $646,269 (including sales tax), about 24 percent below the engineers' estimate, and that external grants and transit contributions make a city capital contribution unlikely at present. Council moved and voted to award the contract contingent on Transportation Improvement Board approval.
On the SR-150 sewer-main replacement, staff reported the project includes both sewer and water work; the water portion bid at $815,842.42 exceeds the city's budgeted $579,876, creating a funding gap that staff said will be addressed through a water capital fund amendment this year. Council awarded the contract to J & K Earthworks LLC and authorized the mayor to finalize the agreement.
Council also authorized the mayor to execute a professional services agreement with JUB (JUV) Engineers for design of the Lake Chelan Airport Runway 2 pavement rehabilitation, phase 1. Staff described the design scope as mill-and-inlay/overlay of roughly 3,500 feet of runway, crack repair, localized surface repair, shoulder grading and resurfacing, and said the work would add an estimated 10 to 15 years of safe operational life to the runway.
The council's votes were unanimous in each recorded motion. The city clerk will post the adopted resolution and contract awards in the public portal and return any related contract documents for signature.
Next steps: staff will submit the WSDOT grant package before the stated deadline and complete contract documents after Transportation Improvement Board concurrence where required.
