City reports cybersecurity upgrades, schedules Railroad Days for Aug. 14–15

City Manager Chris Lohr told Carlisle City Council on April 28 that the city has stepped up cybersecurity measures and is planning community events.
Lohr reported collaboration with HCST, distribution of a KnowBe4 survey email and implementation of simulated phishing tests; he said additional cybersecurity training may be required for staff and possibly councilmembers. He also noted updates to network password requirements and that a new City Hall firewall has been installed as part of ongoing network upgrades.
Separately, Lohr said planning is underway for Railroad Days, with vendor and food-truck applications now open and event hours set for Friday, Aug. 14, 2026, from 5:00–10:00 p.m. and Saturday, Aug. 15, 2026, from 10:00 a.m.–10:00 p.m.
Lohr did not present new budget figures tied to the cybersecurity work during this meeting; follow-up on training scope and any council-level participation was not specified in the minutes.
