City engineer Travis Denham explained the contractor is operating up to 21 hours per day on the pipeline work; the city needs on‑site inspectors to match that schedule. Denham said the resolution provides a stipend to the resident engineer (a salaried position working extra night hours) and out‑of‑class pay for two utility workers reassigned to daily inspection duties.
"We have to have inspectors on‑site full time, so the contractor is working 21 hours a day and we have staff out there 21 hours a day to cover that," Denham said. Staff estimated the incremental impact at about $8,000–$12,000 for the project; wages and benefits will be split 50/50 between the water and sewer operating funds. The staff estimate also noted that external consultant rates for equivalent inspection services would be materially higher.
Council moved, seconded and adopted the resolution by voice vote; the meeting record shows an affirmative vote and the resolution will be implemented to keep the project on its current schedule.
