Carlisle council excuses member, approves minutes and honors finance team; new superintendent noted

Carlisle Mayor Randy Winkler called the City Council meeting to order at 7:00 p.m. and the council carried a motion to excuse Councilmember Debbie Kemper after a roll-call vote.
Council approved the April 14 work session and regular meeting minutes after separate motions. Mr. Jason Faulkner moved to excuse Mrs. Kemper (seconded by Mr. Michael Kilpatrick); the roll-call vote recorded all members present as voting "yes." The work session and regular meeting minutes were later approved following motions by Mr. Faulkner and Mrs. Denise Eagle.
Council members used their reports to highlight local accomplishments and events. Mr. Michael Kilpatrick congratulated the finance department and Mrs. Cooper on receiving the Auditor of State Award, recognizing the department’s work on the city’s finances. Mr. Chris Stivers and Mr. Tim Humphries noted recent activity in the Carlisle Local Schools; Mr. Stivers congratulated Mike Milner on being sworn in as superintendent and Mr. Humphries reported on a new hands-on trades initiative for eighth graders focused on electrical, plumbing, HVAC and welding.
Mr. Humphries also asked City Manager Chris Lohr about candy distribution for the upcoming CBA parade; Lohr said candy has been allowed previously but recommended placing candy in plastic bags and having it handed out or tossed in bags rather than loose.
Council commentary also included local event promotion: Mr. Humphries urged residents to arrive early for the Lions Club Big T fundraiser because of high demand, and a council member reported that the restaurant Angry Chicken has experienced strong demand for its new brunch offering and plans to increase food orders to meet that demand.
The meeting record shows no public forum speakers for this session. The council adjourned after returning from an executive session held later in the meeting.
