Chelan council approves surplus-equipment sale, dissolves airport board, authorizes airport and parks grants

The Chelan City Council on Feb. 24 approved a set of operational and capital actions spanning parks, airport management and infrastructure.
Surplus playground equipment and sale: The council adopted resolution 2026-1476 to declare replaced equipment from Lakeside Park surplus and authorized its sale to the town of Mansfield for $750. City administrator Macklin explained the efficiencies of a direct sale and council approved the resolution (motion by Councilmember Hollingsworth; second by Councilmember Chitty).
Airport governance: The council approved resolution 2026-1477 to dissolve the Lake Chelan Airport joint operating board after an interlocal agreement with the Chelan Douglas Regional Port Authority made the city responsible for airport operations. Staff said the change will streamline administration while maintaining equal ownership with the port.
Contracts and grants: Parks & Rec Director Cooper summarized a second amendment to the Berger Partnership professional-services agreement for Lakeside Park to cover cultural resources monitoring, restroom plumbing modifications and additional landscape architecture work. The amendment (additional $14,200.35) was authorized.
Cooper also requested authority to apply for a Washington Cities Insurance Authority risk-reduction grant of $25,000 to fund security cameras and door locks in public restrooms; the council approved the application.
Easement and ordinance for Anderson Road development: Public Works Director Youngren presented a perpetual, nonexclusive 20-foot corridor sewer easement with Trout Blue Chelan Magi LLC that will allow gravity flow to serve Anderson Road development without a sewer pump station. Council authorized execution of the easement and conditionally adopted ordinance 2026-1652 terminating a frontage-improvement deferral agreement, effective only after the easement is recorded.
Runway rehabilitation grant: The council authorized the mayor to finalize a grant application to the Washington State Department of Transportation to help fund the local-match portion of a Phase 1 design and bidding package for the Runway 2‑20 rehabilitation. Staff said the FAA typically provides 95% of eligible runway project costs; WSDOT participation would offset a portion of the local match to be split between the city and the port.
Council votes on these items were routine and passed following brief staff summaries and short member comments about managing long-term airport oversight and prioritizing capital projects.
