County staff presented a draft response to the Bureau of Indian Affairs concerning an application to place four small parcels associated with the Jamestown S'Klallam Tribe into trust.
Staff explained the draft combines parcel‑specific material (three small developed parcels and one adjacent parcel near 7 Cedars Golf Course) with a template overview for future applications. The letter highlights two principal county concerns: the fiscal shift that occurs when land moves into trust (the county’s tax base is distributed across fewer taxable parcels, raising relative burdens on remaining parcels) and the loss of local regulatory authority over trust land (zoning, building code enforcement and certain environmental regulations).
Board members asked for minor corrections (spelling of "Quileute," removal or substantiation of an anecdotal sentence about wetlands, and toning language that said transfers ‘‘dramatically’’ increase tax burden). Staff suggested mitigation for non‑adjacent trust transfers—requesting considerations similar to an agreement negotiated with the Quileute Tribe—and said they will seek clarification from BIA on technical definitions before filing. The extension letter from BIA provided 30 additional days but lacked a written date; staff said they believe the response deadline is within approximately two weeks and will act with caution.
The board directed staff to make the edits and include the spreadsheet of assessor/treasurer data assembled for the response; staff will distribute the final letter to tribal leadership and BIA in advance of filing.
