Clallam County board approves notice to consider multiple budget revisions and supplemental appropriations March 31

Clallam County commissioners voted March 17 to publish notices that a series of budget revisions and supplemental appropriations will be considered at a public meeting on March 31.
Finance staff told the board the packet contained seven budget-revision notices and four supplemental-appropriation notices. Items highlighted included three transfers within the Health & Human Services (HHS) Foundational Public Health Fund: $25,000 shifted to environmental health for document-scanning overtime and outreach, $75,344 moved to HHS operations for items that include hand-wash stations, community emergency water-filtration systems and a water-fountain/filtration installation at the 3rd Street Building, and $5,000 to HHS administration for overtime related to a scanning project. Staff said details for the $75,344 are available in the budget packet (page 199).
A separate reallocation from the non-departmental Opportunity Fund totaling $935,000 will support the City of Forks'9 Industrial Park manufacturing-building improvements and electrical upgrades, structured as a $260,000 loan (interest tied to the LGIP rate) and a $675,000 grant. Commissioners also approved shifting $1,000,000 from a planned transfer to an interfund loan disbursement to serve as working capital for the county'9s sewer capital replacement fund; a mirror accounting entry will appear in the sewer fund.
At the same meeting the board also approved a resolution calling a March 31 hearing to consider several debatable emergencies and related supplemental appropriations, including: $9,252 to grant sheriff operations access to an AI-assisted public-records software tool; $9,235 for repairs to two patrol vehicles; $65,000 to replace the jail kitchen walk-in refrigerator; and $309,437 to cover increased salary and benefit costs resulting from ratified corrections-deputy labor contracts (plus additional smaller items for clinical services and animal-control units). Staff said a Carlsborg sewer invoice increase of $11,326 prompted a budget adjustment for the Carlsborg Sewer Capital Repair and Replacement Fund.
Commissioners moved, seconded and approved the notices and the hearing call by voice votes recorded in the transcript as unanimous. These are notices of future consideration; the actual appropriations and emergency declarations will be decided at the March 31 meeting.
