Annie Raymond, a Jamestown tribal restoration lead, told the Marine Resources Committee on March 16 that the long-running effort to restore Olympia oysters in the south end of Sequim Bay centers on habitat-driven site selection, multi-year monitoring and a recent large restoration push.
Raymond said the project began decades ago and that the MRC and Jamestown tribal partners set an initial goal to restore about 1.5 acres at a Site A established in 2012; the program later added Site B (2018) and Site C (2019). She described monitoring by standardized randomized quadrats to estimate density and produce annual population estimates, and said recruitment at the three sites has come in pulses rather than steadily.
The presentation emphasized cultural values: Raymond said there are identified shell middens in the project area, and archaeological evidence suggests Olympia oysters historically made up a substantial portion of the local shell assemblage. That context shaped the group’s selection of restoration targets and their interest in eventual tribal subsistence use, although Raymond said any subsistence or ceremonial harvest is a long-term possibility rather than a near-term outcome.
On recent restoration inputs, Raymond described a major 2024 effort that moved large volumes of substrate and seed. Committee discussion recorded multiple contemporaneous figures: members estimated roughly 100–160 cubic yards of shell moved, and Raymond reported hundreds of thousands of seed-stage animals and singles were deployed during the campaign. Raymond characterized those figures as approximate and stressed the logistical scale of the work.
Committee members pressed Raymond on two technical points: whether Olympia oysters are open to recreational harvest (Raymond said they are generally not open for recreational harvest statewide and that the recovery of subsistence access is a distant goal) and whether the 2021 heat dome produced detectable population declines. Raymond said years immediately after the heat event show variable signals in survey data and stressed that confidence intervals around the population estimates are wide, making firm attribution to any single event difficult. She agreed to follow up with members on the age-to-spawn timeframe for deployed spat, noting that the group typically expects multi-year timelines (on the order of several years) before restored animals reach reproductive size.
Why it matters: the MRC and tribal partners are using on-the-ground knowledge plus monitoring data to target habitat where oysters are most likely to survive and persist. The committee’s continued monitoring, coordination with regional hatcheries and attention to habitat conditions will determine whether the restored beds move toward long-term self-sustaining populations.
Next steps and follow-up: Raymond and staff said they will provide more precise clarifications on recent seed and spat counts and will follow up about the expected time-to-spawn for the spat placed in 2024. The committee will continue to monitor recruitment pulses and examine whether additional water-quality or habitat metrics can help explain year-to-year variability.
