Zoning Coordinator Rebekka Borchardt presented a partial site plan for Gray’s Cedar Creek, LLC (Culver’s) at 10202 Park Plaza, and the Village Board approved the plan unanimously. The proposal adds a second drive‑through lane, alters onsite circulation and striping, and includes resurfacing of the existing parking lot.
The board approved the plan 7–0 after Borchardt described a series of tradeoffs to fit the double drive‑through on a constrained, high‑traffic site. The proposed layout removes part of an existing brick seating area and reduces some interior landscaping to make room for the additional drive‑through lane; the plan lists a total of 50 parking spaces. Borchardt said the project proposes enhanced frontage landscaping on Imperial Avenue (three new crabapple trees, a mix of shrubs and perennials, and about 12 accent boulders approximately 4 feet in diameter) and a total lot greenspace of 14.5%, which meets the 10% minimum requirement.
The application also shortens the existing dumpster corral from about 20 by 20 feet to roughly 12 by 20 feet and adds new screening gates to preserve visual buffering while improving circulation. The site contains existing utility and access easements, including a water main and shared access tied to an off‑premises movie‑theater sign. Because the parcel was developed before modern curbed and guttered stormwater practices, the project calls for resurfacing rather than full site reconstruction and includes erosion‑control measures (silt fencing, inlet protection and stabilization of disturbed areas) consistent with Village and Wisconsin Department of Natural Resources requirements.
The site plan approval includes a pending sign permit application for an electronic menu board, a drive‑through canopy and a vehicle‑height detector; the sign permit will be processed after final site‑plan signoff. Motion to approve the site plan was made by Trustee Bill Schremp, seconded by Trustee Sam Stroik, and carried 7–0.
