County redirects design funds to fish‑screen feasibility study; WaterSMART won’t cover construction

Steve said Ecology approved adding a fish‑screen feasibility study to the county’s extended 2019 Streamflow Restoration grant and that remaining funds under that agreement will be directed to the feasibility work rather than additional reservoir design.
"We were able to get approval from Ecology to add scope of work to include the point of diversion fish screen feasibility study," Steve said. He added that, when the feasibility finds construction is warranted, the group will need other funds: "we got a pretty clear resounding no to that. Basically, not under this grant."
David said the feasibility study, led by subconsultant HDR, will include geomorphic fieldwork, a hydraulic model of the diversion point, and a review of screening technologies and configurations. He said the study will evaluate whether screens can operate within criteria established by the relevant fish‑protection standards and by WDFW.
Patrick, speaking for Washington Water Trust, said his organization is focused on dry‑year leasing now but had applied in March for a Streamflow Restoration Act grant for a wetland feasibility project; decisions on that application are expected in September.
County staff said they will continue stakeholder engagement, schedule a site visit with WDFW and the Jamestown Clallam Tribe, and seek NRCS funding for related pipeline work; they cautioned that construction funding for a screen or reservoir will require separate grant applications or other sources.
