County staff report RAISE/FHWA letter lets multi-jurisdictional agreement move forward; federal obligation still pending

Will Hable told the committee that WSDOT sent a letter indicating the Federal Highway Administration will allow the region to proceed under the originally signed multi-jurisdictional agreement rather than the revised agreement that had stalled progress. Committee members said this resolve removes a major obstacle and reduces the need to collect 13 jurisdictions' re-signatures on changed terms.
Hable said county staff have updated forms for obligation and will submit them to the board for signatures; federal approval and formal obligation from FHWA remain required before funds can be distributed to jurisdictions. Committee members noted that while some federal obligations have been made to other projects under the same RAISE funding stream, there is not yet an authorization for the multi-jurisdictional application the committee is tracking.
The committee agreed staff should continue to repackage and submit documents to WSDOT and FHWA and report back when federal authorization is received. Members cautioned they would not accept verbal assurances until written federal authorization arrives.
