Housing authority reports federal grant application, county funding and upcoming bids for 24-unit East Port Angeles project

The Clallam County Housing Authority reported progress on multiple financing and development fronts for an East Port Angeles housing project and related work.
Director Sarah Martinez briefed the board that the president's fiscal year 2027 federal budget had been released and the authority would await congressional action. She said Clallam County commissioners approved the authority's request for additional local funds, bringing the project closer to full funding.
Martinez said staff is preparing a Federal Home Loan Bank grant application that should be submitted within a week and that the authority will solicit letters of interest from lenders within 30–45 days. She added the architect is moving toward permitting and the authority hopes to go to bid in June and July and ‘‘be able to make a contractor selection and start construction on 24 units in East Port Angeles that we've been working on since 2022.’’
Martinez also reported two recent employee retirements, ongoing recruitment to fill maintenance positions, and a planned start to collective bargaining negotiations with the union next week.
Separately, the chair announced the authority is targeting April 27 to close on the Caswell Brown emergency congregate shelter, a project the chair said has taken four years to reach this stage.
Next steps: Staff will submit the Federal Home Loan Bank application, solicit lender interest, complete permitting and proceed to bid and contractor selection to keep the 24‑unit schedule on track.
