Board authorizes partnership and tax-credit work for Mount Angeles View senior project

The Clallam County Housing Authority board authorized formation of a private partnership to advance the Mount Angeles View senior housing project and granted the director authority to act as the partnership's authorizing officer.

Director Sarah Martinez said the resolution (PHA2026‑14) creates a private partnership with the housing authority as the general partner and Housing Opportunities of the North Olympic Peninsula (HONOP) as the initial limited partner; when tax-credit equity is identified, that investor will become the limited partner. Martinez said the authorization will allow the authority to hire an architect and move forward on funding applications.

Commissioner Pat Teal asked for language changes on page 10 to replace the phrase ‘‘support of the poor’’ with ‘‘persons of low income’’ to emphasize people-first language. Martinez said the wording came from the agency's attorney and is common in state law. A staff member noted that similar language appears in the Washington State Constitution and state code in the context of gifting public funds.

The board moved and adopted the resolution by voice vote. Martinez said the resolution was prepared by tax-credit counsel and modeled on prior partnership governance used in the authority's 2020 tax-credit project.

Why it matters: Authorizing the partnership is a key step toward seeking tax-credit equity and other funding sources needed to build senior housing. The resolution clarifies the authority's role as general partner and enables necessary procurement and financing work.
