Consultant outlines RFP-funded pilot to create secure multimedia profiles to bridge service gaps

Monica Meyer, the consultant awarded an RFP-funded project, presented a pilot to create secure, transferable multimedia profiles designed to reduce repeated discovery and improve continuity of supports for people with high-acuity needs.
"The purpose of this project is ... improving continuity of supports," Meyer said, describing profiles that will combine document review, video interviews with the individual/family and short footage of the person participating in community life. The profiles are intended to be person-centered, family- or individual-owned and securely stored so new staff can review key information without repeating lengthy discovery interviews.
Key features and timeline:
- Profile components: document review (IEP, ISP, service plans), video interviews with the individual and family, recorded activities showing supports in real contexts, and demonstrations of assistive-technology/communication strategies. - Intended benefits: reduce repeated discovery assessment time, preserve person-centered history, speed staff onboarding and strengthen employment/community inclusion outcomes. - Evaluation and replication: filming and development planned Jan.–Dec. 2026; a third-party evaluation using discovery-fidelity measures and data collection will take place in 2027; a replication toolkit with progress reports is planned. - Third-party evaluator: Griffin and Hammis and Associates will handle data collection and fidelity assessment; Beth Teaton is identified as part of the evaluation team.
Meyer said profiles will be secure and updateable; she discussed options including private YouTube channels or encrypted personal websites and noted considerations related to internet access and universal-design presentation for users with different tech access. When asked about costs and updates, Meyer said options exist for low- or no-cost private hosting and that update protocols are included in the project planning.
The committee thanked Meyer and asked to follow up with detailed RFP documents and contact information; Meyer said she would provide an email address and that participating families and agencies will be engaged in the process.
Next steps: filming and pilot development through 2026 and evaluation plus replication materials in 2027; Meyer will share contact details and the projectʼs secure-access approach with participating providers and families.
