Clallam County approves grant-funded land purchase, multiple contract amendments and budget notices

Commissioners approved several administrative items on April 14, including grant-funded and no-cost amendments and a land purchase to secure county infrastructure sites.

The board unanimously approved a consolidated contract amendment (amendment 10) with the Washington State Department of Health covering WIC ($63,448), a swimming-beach program ($5,000), a maternal-and-child health block grant ($5,746) and a sanitary-survey allocation ($5,800), for a total of $79,994. County staff presented the amendment and the board approved it by voice vote.

The board also approved a no-cost time extension (to July 31, 2026) and a scope amendment with the Department of Ecology to add a feasibility study for a fish-screen point-of-diversion as part of the Dungeness off-channel reservoir project. Commissioners described the amendment as necessary to allow the feasibility step while pausing further design work on the reservoir.

Public works staff explained that a grant allows the county to purchase the Bolman (Beaumont) Beach well site, a parcel historically held under lease; purchasing the land meets Department of Health grant requirements that capital facilities be constructed on secured property. The board voted to approve a land-purchase agreement with Olympic Timber LLC; the purchase price is covered entirely by the grant.

Other routine items: the board remanded a single bid for the county's 2026 hot-mix asphalt requirement (Lakeside Industries) to public works for review and approved notices of upcoming budget revisions and supplemental appropriations (examples: a $57,500 revenue realignment notice for Community Development/Environmental Quality and a general-fund reserve reduction notice of $309,571 to be considered on April 28, 2026).
