On funding, staff said design funding for upgrading and improvements is largely secured, but construction funding for building the reservoir itself has not been secured. The county is negotiating contract language with NRCS (for a major conveyance pipeline) and is tracking applications to other partners: Washington State Department of Fish and Wildlife has applied for a state grant to help fund construction of the point of diversion; if those awards do not materialize the county will pursue alternatives through the reservoir work group.
Staff expects to return to the board with the 30% design reset and associated consultant report within weeks to brief commissioners on the design review outcome.
