Staff explained that House Bill 2543 amended RCW 36.18.020 to clarify fees the clerk may charge for copying exhibits and audio recordings (effective June 11), and that the county is transitioning from its OnBase records system to Odyssey DMS and the statewide e-filing portal. Staff reported that Odyssey-using courts have agreed on a portal fee structure generally ranging from $100 to $600 depending on agency size; bench-copy electronic submissions previously accepted via a customized OnBase workflow will not be available through the new statewide e-filing channel.
Staff asked the board to call a public hearing for April 21 on fee-schedule changes; commissioners scheduled the hearing and supported a statement of work to convert OnBase images and data to Odyssey, noting staff will be excused from the regular meeting while the conversion training occurs. Court staff said the conversion was ready to proceed pending the board's authorization on the regular meeting agenda the next day.
Commissioners asked staff to clarify which submissions will and will not be accepted electronically under the new system and to provide public-facing guidance so out-of-area attorneys and customers understand how to submit bench copies going forward.
