Clallam County commissioners approve Olympic Discovery Trail easement and two county contracts

The Clallam County Board of Commissioners on March 10 approved three agenda items that had been scheduled on the consent and regular agenda.
The board voted to approve a perpetual easement agreement with Ecotrust Forest LLC for the Forks–La Push segment of the Olympic Discovery Trail. Staff described the easement as varying in width (approximately averaging 150 feet) and listed its total cost in the packet as roughly $320,000. The motion to approve the easement was moved and seconded by commissioners and adopted by voice vote.
Commissioners also approved the county’s annual personal services agreement with the Economic Development Council for 2026 services, a contract set at $154,415 to provide economic development support. Board members noted the contract is funded from opportunity-fund dollars rather than the county general fund.
Finally, the board designated Sound Publishing (publisher of Peninsula Daily News, Sequim Gazette and the Forks Forum) as the county’s legal newspaper and approved a contract for legal advertising services. Staff explained state law requires the county to contract with its official legal newspaper; the proposed agreement includes modest per-column-inch rate adjustments for each title.
Each item was moved, seconded and approved by voice vote; no roll-call tallies were recorded in the meeting minutes. Commissioners and staff reiterated that planned easement payments and the EDC contract are charged to discrete funds identified in the packet (capital fund for the Carlsborg/City of Sequim capital share; Opportunity Fund for the EDC work), and staff said the packet renderings for the courthouse memorial were provided to the county at no charge.
The board then opened a public hearing on a separate item (a proposed recognition for Justice Susan Owens) and heard extended public testimony before closing the hearing and directing staff follow-up.
