Johnson opened the meeting by announcing it would be held "pursuant to RCW 42.30.080" and cited the related authority for a closed session with the prosecuting attorney's office. He said the purpose was collective bargaining — "planning or adopting the strategy or position to be taken by the governing body" and reviewing negotiation proposals, grievances or mediation proceedings.
Johnson asked attendees to introduce themselves. Present or identified were: Dittler, Director of Human Resources and Risk Management; Amy Bundy, Sheriff's Office; Mark Lane, Chief Financial Officer; Mark Ozias, District 1 Commissioner; Todd Milkey, County Administrator; Commissioner Mike French; and Rebecca Turner, Deputy CFO.
A motion to enter an executive session for one hour was recorded and seconded. After a voice vote of those present, the chair confirmed the motion and stated, "No decisions have been made." Johnson reiterated that the commissioners would take no action during the public portion and that the closed session would concern bargaining and other employment issues.
The meeting was recessed into executive session; the public record reflects only the motion to convene the closed session and the stated statutory basis. No formal actions or policy decisions were made on the public record during the special meeting.
