BCPC presents hazard mitigation chapter; East Rockhill planners urge PaDEP outreach and broader transit-spill language

During its May 2 work session, the East Rockhill Planning Commission heard a presentation on the county Hazard Mitigation Plan and asked staff to broaden the draft narrative on transportation spills and to check quarry reclamation planning with PaDEP.
Mike Roedig introduced Patti Lynn, the BCPC recycling coordinator, who summarized background from the county’s 2016 Hazard Mitigation Plan, which outlines hazard and risk assessments for each community. Commissioner Joseph Chellew asked whether a regulatory scheme requires a quarry operator to clean up a quarry site after an emergency; commissioners recommended BCPC reach out to the Pennsylvania Department of Environmental Protection (PaDEP) to determine whether a reclamation plan exists.
Commissioner Blaze Youngers asked whether an active rail line passes through the township and said his concern was the need to address hazardous spills from different transportation modes. Mr. Nyman confirmed there is an active rail line; Ms. Lynn said the draft covers transit hazards, including fuel spills at the airport. Mr. Roedig suggested broadening the narrative to include fuel spills requiring emergency responses from multiple modes and cited adding the township’s Emergency Operations Plan as a reference to raise awareness of emergency-response protocols and hazard mitigation.
The commission asked BCPC staff to revise the draft language to reflect those broader transportation-spill hazards and to follow up with PaDEP about quarry reclamation planning. No formal action was taken at the session.
