Staff said the changes were developed following a cost study and as consistent with the Public Records Act and applicable RCW provisions governing reasonable, cost‑based charges.
The chair opened the hearing and invited public comment; staff answered several clarifying questions about exemptions to fees (for parties to incidents, attorneys and other statutorily exempt requestors). With no public comment the board returned to commissioner discussion and then adopted the resolution by voice vote; the chair called for aye and the meeting recorded the motion as carried.
The board did not record individual roll‑call votes in the public transcript; staff said they will publish the fee schedule changes and implement them in accordance with legal compliance steps discussed during the hearing.
