Belleville council approves $1.79 million downtown resurfacing and several infrastructure contracts

The council awarded Rooters Asphalt Inc. the Downtown West Main resurfacing contract for $1,791,074.50, funded in part by ARPA and TIF 3 funds; it approved KRB Excavating’s low bid of $383,447 for East Monroe, Aben and East Adams improvements. The body also approved professional services not-to-exceed amounts: Shive-Hattery Architecture & Engineering for construction administration and observation ($39,900), Thompson Civil, LLC for construction inspection ($30,927.12), Oates Associates for a 2026 ITEP application ($15,000), and an on-demand engineering/surveying services agreement with TWM (not to exceed $9,500). Council also approved a 12‑month service agreement with Show Me Stormwater Solutions for MS4 stormwater education services ($2,480).
The council then moved to adopt Ordinance 95‑01, authorizing the sale/conversion of a 2001 Dodge Grand Caravan (VIN ending 7369) from library property, and Ordinance 95‑02, which amends parking schedules in Article 7 of the city’s traffic code. Both ordinances were read by title together and adopted after roll-call votes.
Council also approved claims and disbursements totaling $2,502,106.63 and payroll of $1,121,702 during the meeting. Separately, the council approved motor fuel claims totaling $18,921.71.
