Commissioners adopt STIP amendment, authorize vetting of asphalt bids for hot-mix projects

Following a public hearing, Columbia County commissioners voted to adopt Resolution 2026-09 amending the county's six-year Transportation Improvement Program for 2026 through 2031.
Public works staff described projects added or reprioritized in the amendment, including Kellogg phases (design and construction phasing), a 4th Street paving overlay, guardrail work and other resurfacing projects. Staff said design would be ready by late September and that construction likely would not occur this year for some projects; they also described available redistributed state funds and grant opportunities.
During a bid opening, the county received three bids for hot-mix asphalt supply and associated tack/fog oil: Humbert's (plant price/unit-price bid), Central Washington Asphalt, and Herco. Commissioners authorized the county engineer to vet the bids and award contracts to one or more bidders based on plant availability, proximity and tonnage needs.
The board also authorized signature approval, contract amendments and routine procurement steps needed to move projects forward. No single contract award was finalized at the meeting; staff will return with award documents and contracts once vetting is complete.
