Contracts and grant actions approved on May 12 included a $90,000 personal‑services agreement for the Parks, Fair and Facilities Department (hotel–motel tax funds) to support branding, marketing, visual content and signage; an amendment to close out a Department of Ecology grant tied to Puget Sound nutrient work (the original potential award was $367,770, the county reported it used $263,451.41 and deallocated $104,318.59); an interagency agreement amendment with the Quileute Valley School District adding $6,400 to provide transition services for two additional eligible students; a $34,890 amendment with the Washington Department of Social and Health Services for pre‑admission screening and resident review related to adult developmental disability services; and a de‑obligation of $35,820.36 from an enhanced PIC (matriotti/clean water) project due to a vacant water quality position.
Public Works staff presented and the board awarded a bid to Lakeside Industries Inc. for hot‑mix asphalt and CSS‑1 liquid asphalt products following a competitive process.
In the budget section, staff noticed five budget revisions that will be considered for adoption May 26. The most prominent is a proposed shift of $500,000 from an affordable‑housing sales‑tax reserve to support the Peninsula Housing Authority’s Eklund & Gales project, a planned 24‑unit multifamily development in Port Angeles. County staff said the Housing Solutions Committee and a subcommittee reviewed the project and recommended the additional funds as a gap‑filler; Timothy Dalton (presenting on behalf of the project) said the project has raised $6,100,000 from housing‑trust sources and had received an initial $1,500,000 allocation, with the additional $500,000 intended for construction gap funding.
Staff also noticed an intended reallocation of $101,000 within the hotel–motel tax fund for additional lodging‑tax awards, $10,000 to shift completed courthouse fuel‑tank repair funds to fairgrounds office reconfiguration, $71,000 from foundational public‑health placeholder funds to HHS operations for emergency planning and outreach work, and $6,510 to increase part‑time DCD code‑enforcement hours from 24 to 30 per week. Supplemental appropriations (acceptance of new funding) were also noticed: HHS developmental‑disabilities $34,890; Superior Court $5,000; HHS operations $71,000; DCD environmental quality $15,000; and Parks & Facilities $90,000.
All contract and amendment items on the consent and contract portion of the agenda passed by voice vote.
