Midway council eyes draft resolution opposing proposed state property-tax amendment

Midway Town Council discussed a pending state constitutional amendment on April 23 that, if approved, would direct the General Assembly to limit local governments’ ability to increase property-tax levies.
Town Manager Brock Hall told councilors that the charter and long-standing practice leave property-tax levy authority with local governments and described the proposed change as a potential legislative overreach that would remove a locally controlled revenue tool. He noted the Town Charter already limits proposing a tax increase greater than $0.10 without voter approval.
Several councilors expressed concern and asked Mr. Hall to prepare a draft resolution opposing the proposed amendment for the Council’s consideration. Councilors emphasized they wanted time to review the draft and did not commit to adopting it. The Council confirmed maintaining the current 5-cent property tax rate for the upcoming budget year.
The draft resolution will be brought back for review; the council did not take a formal vote on the resolution during the session.
