As conditions, staff described a required six‑foot solid fence with a five‑foot landscape buffer and a 40‑foot setback from the right‑of‑way. Nearby residents asked questions about the fence type, lighting and driveway location; staff clarified the maintenance building is intended for accessory use and not as a public entrance.
Council took a roll‑call vote during the public hearing and approved the general plan amendment and rezone with the attached development agreement. The motion passed on the floor and the item was marked approved.
