Layton council approves master interlocal to expand regional dispatch services

Staff explained that Layton will retain operational control and ownership of property and equipment associated with the center, and that the agreement contains protections (weighted voting, scalable fees) so no member is subsidizing another. Chief Swanson said the consolidated center will significantly increase call volumes handled by Layton (from ~32,000 calls for the city alone to an estimated ~140,000 calls annually when fully onboarded). The agreement is structured to allow contract agencies such as Utah Highway Patrol, DNR and AP&P to participate under specific contract terms.
The consent motion passed without recorded opposition; the council approved the dispatch resolution alongside related consent items (sewer repairs bid award and UPDES interlocal) in a single vote.
