Jericho JCDC to submit sketch plan for Railroad Circle lot; Vermont Habitat for Humanity to develop

The Jericho Community Development Committee (JCDC) agreed May 28 to advance a sketch plan for a Railroad Circle parcel after the town Selectboard approved the committee’s recommended lot configuration, members said at the meeting at Jericho Town Hall.
The parcel—described at prior meetings as Option 2 or Option 6—is the larger lot under consideration and includes its own septic system. With Selectboard approval, the JCDC will submit a sketch plan to the DRB (the town’s development review board). O’Leary-Burke Civil Associates will prepare the plan; the Town is the lot owner and the JCDC will serve as the applicant.
Vermont Habitat for Humanity has agreed to the Option 2/6 parcel and will meet with the Selectboard or the town’s representative to work out details for the development that Habitat will undertake. JCDC member Joe Flynn said he would share contact information for Erik Johnson and Peter Booth to facilitate communication between Habitat and the Selectboard, and offered to contact Habitat to express the committee’s support for next steps.
Committee members noted one new driveway is proposed connecting to the existing Railroad Circle town highway and that lot boundaries are established and marked based on a prior survey filed in the town’s land records. Abutting property owners and members of the public will have the opportunity to offer comment at the Sketch Plan hearing, the committee said. Flynn said he hopes the sketch plan will be submitted in a few weeks.
During the meeting Connie Belkovicz asked for a map of the Railroad Circle property; Erik Johnson said he would send one. Attendee Diane Necrason voiced concerns about the house on the Railroad Circle property and the surrounding area, noting several woodchucks live nearby.
Earlier in the meeting the committee approved the minutes from the previous JCDC meeting with a modification that clarified which party prepared the sketch plan. Bob Mulcahy moved to approve the minutes with that modification; Joe Flynn seconded the motion and the minutes were adopted unanimously. The committee adjourned at 6:55 p.m. after a motion from Flynn. The JCDC’s next meeting is scheduled for June 25.
No formal vote on the Railroad Circle sketch plan occurred at the May 28 meeting; the discussion focused on next steps for plan preparation, coordination with Habitat for Humanity, and public notice for the upcoming Sketch Plan hearing.
