Fremont utility board recommends council approve several contracts, repairs and a land auction agreement

The City of Fremont Utility and Infrastructure Board on Jan. 27, 2026, voted unanimously to recommend that the City Council approve multiple contracts and agreements affecting the city’s utility operations and downtown streetscape.
Al Kaspar, director of Transmission & Distribution, presented a proposed license agreement with BNSF Railway to place an electric supply line across railway property. Member Lipsys moved and Member Wilson seconded to recommend City Council approve the license for $4,406.00, to be reimbursed; the motion carried 5-0.
Scott Seelhoff, wastewater treatment plant superintendent, described the need to repair the WWTP centrifuge primary assembly. Member Fryklind moved and Member Bolton seconded to recommend City Council authorize a purchase order to GEA Mechanical for $73,061.51 as a budgeted expense; the motion carried 5-0.
Jeff Shanahan, utility general manager, overviewed a proposed three‑year technical support agreement with IDS for the Lon D. Wright Power Plant control systems. The contract is $100,000 per year for three years ($300,000 total). Member Wilson moved and Member Lipsys seconded to recommend approval; the motion carried 5-0.
Troy Schaben, assistant utility general manager, recommended awarding a land auction contract to Farmers National Company. Member Wilson moved and Member Fryklind seconded to recommend City Council award the contract at a fee of 5% of the gross sale price; the motion carried 5-0.
Schaben also presented the North Downtown Streetscape Revitalization project and recommended contracting with Veenstra & Kim, Inc. Member Lipsys moved and Member Bolton seconded to recommend the Mayor sign a contract for $400,000 in budgeted funds; the motion carried 5-0.
An agenda item to approve transfer of the P4 private hangar lease to Brett Griess was removed from consideration by motion of the board; no action was taken on that item.
Shanahan presented a cooperation agreement to acquire Dodge County parcel 270139527 with RES Group. Member Fryklind moved and Member Wilson seconded to recommend City Council authorize the Mayor to sign the cooperation agreement; the motion carried 5-0.
The board approved the consent agenda (minutes and accounts payable) at the start of the meeting and adjourned at 4:20 p.m.
