Staff reports: CDBG environmental review completed; council schedules budget-related hearings

City staff told the council that the final steps of the Community Development Block Grant (CDBG) environmental review are complete and that the city submitted an application to the Land and Water Conservation Fund (LWCF) on June 1. Staff cautioned that the schedule for federal funding release is still unknown.
Dennis said the environmental review prepared for CDBG had been tailored to also serve the LWCF application and that draft minutes from public hearings would be attached to funding applications as required. "The final steps have been done for the CDBG grant," he said.
From a budget standpoint, staff outlined four public hearings to be held over the next two weeks: a year-end budget amendment, a hearing on interfund transfers (water, sewer and other enterprise funds), a separate public hearing required for disclosure of wage increases for municipal employees, and a final budget hearing prior to adoption. Staff emphasized the city must adopt the final budget before the end of the month.
Council members asked follow-up questions about funding timing and procedures. No action was taken; staff will schedule and notice the four hearings and return with draft minutes and related attachments for grant applications.
