Council opens, hears public input on CIB sewer master‑plan grant and closes hearing

Gunnison City Council opened a public hearing June 4 to solicit input on applying to the Community Impact Board (CIB) for funding to study sewer collection and treatment capacity shared by Gunnison and Centerfield. City staff said the study is estimated at about $140,000 and a successful CIB application would provide approximately $70,000 toward that work; local match and cost‑share arrangements between Gunnison and Centerfield were discussed.
Dennis (city staff) told the council the study would meter flows at multiple locations, examine trunk lines and lagoon treatment capacity, and model the timing and cost of upgrades. "The estimated cost for that is about $140,000 ... the CIB would send us $70,000 if we're approved," Dennis said.
During public comment residents asked about current capacity, whether the prison contributes to peak or nighttime discharges, and the nuisance hydrogen sulfide (H2S) odors near the lagoons. Staff said calibrated flow monitors are in place and four H2S monitors were purchased and deployed to identify problem locations; the study will provide more detailed capacity and timing recommendations for upgrades or lagoon expansions. "We put out these monitors ... we have an idea of where the issue is coming from, but we really want to get into this study to do more intense studies," staff said.
Council moved and voted to close the public hearing after receiving public input. City staff will proceed with the CIB application process and, if funds are awarded, use the study to prioritize sewer system improvements and to determine when and where upgrades would be required.
Next steps: staff to finalize and submit the CIB grant application, clarify Gunnison/Centerfield cost shares and publish study results publicly when available.
