Planning & Community Development Director George McGregor reviewed the referral process under Town Code Chapter 85‑6.1 and told the board the applicant had no objection to the fee proposed for the review. Selectman Kevin Beal moved to adopt the Inland Wetlands & Watercourse Agency recommendation to engage CHA; First Selectman Wendy Mackstutis seconded the motion. The motion passed unanimously.
As part of his motion, Beal specified that "the review shall substantially conform to the 'Proposal for Services' dated March 31, 2026, and not exceed $17,475," and directed the Town Manager to execute a contract to that effect. The motion records the review firm as Clough, Harbor & Associates, LLP and the applicant as SL Simsbury, LLC.
The vote implements a third‑party technical review step the town uses for complex applications referred by the Conservation Commission. Next steps are for the Town Manager to finalize and sign the contract with CHA and for the peer review to proceed under the scope in the March 31 proposal.
